I first read the phrase "worldwide security envelope" on April 29th in a transcript of a speech delivered by Secretary of Homeland Security Michael Chertoff to the U.S. Chamber of Commerce. He stated, "We want a homeland security strategy that is sustainable over the long run, that balances the need for security with a need to preserve our freedom, our privacy, and our prosperity. We want to look ultimately to creating a security envelope, a worldwide security envelope, within which we have a high degree of confidence that people and goods are vetted, are not threats to our society or to our people, and therefore can move efficiently an effectively without paying high transaction costs." [Emphasis mine]
Now the phrase has re-emerged, again from Chertoff. (I thank Sunni Maravillosa for bringing this to my attention.) The news site GovExec.com reports, "Homeland Security Secretary Michael Chertoff on Thursday [May 18] called for the creation of a 'worldwide security envelope' in order to screen people and cargo traveling across international boundaries? The secretary said he plans to discuss the idea with his European counterparts during travels next week. He said he hopes to move partnerships between the United States and European allies 'to the next level'." The statement comes in advance of Chertoff's first European trip. It comes in the wake of America's demand that Europe issue new biometric passports by October. I've searched international news sources for reaction but I haven't found any of significance.
The sons of bitches are really going to make the whole world a rights-free buffer zone for U.S. Homeland Security. They will if they can, that is.
